In the raging legislative battle over women’s reproductive rights, progressive groups have turned to a tactic that for years has helped spread anti-abortion measures – model legislation.
Four years ago, states introduced fewer than two dozen reproductive rights bills across the USA. This year, hundreds have been introduced as abortion-rights advocates went on the offensive instead of mobilizing only in reaction to anti-abortion bills.
This front-line battle is part of a larger phenomenon of model legislation that’s sweeping through the halls of state capitols across the country. During a two-year investigation, the Center for Public Integrity, USA TODAY and The Arizona Republic found thousands of similar pieces of legislation on an array of issues — from auto safety and workers’ rights to gun control and welfare reform.
